I was able to Breakdown by Department>Internal Group property for one metric in a table but I’m not able to Breakdown by Department again for another metric
I’m able to breakdown by department in either of those metrics but not both.
I’m using breakdown option at various places in this table which allows the same dimension to be broken down among different metrics multiple times but not this one specifically.
What could be the reason for this?

If I understand correctly, you want to leverage the properties of your “Department” dimension to allow you to filter your data set based on your “Internal Group”.
If all the information is in the same table, my first check would be to confirm whether all the metric have “Department” as a dimension. If they do not have this dimension, you would not be able to slice them by “Internal Group”.
